The precedent for Church Councils must surely be the Council of Jerusalem recounted in the Book of the Acts of the Apostles (15:1-35).This Council of NICEA was a gathering of most all the Bishops of the Catholic/ Orthodox Church. It was in the city of Antioch Syria that the followers of Jesus were first called Christians (Acts 11:26). It is also in that same city of Antioch, Syria that approximately 50 years later Christians were first being called Catholics - around a year 105 by their bishop Ignatius of Antioch.
